The Antiterrorism and Effective Death Penalty Act of 1996 was passed by congress following the 1993 World Trade Center bombing and the 1995 Oklahoma City bombing. This tightened the standard for habeas corpus in the United States as well as legislation designed to increase the protection around federal buildings to deter future terrorist attacks. This legislation requires the use of blast resistant glazing and frames on most Government buildings, commonly referred to as UFC/ATFP on DOD projects.
